The refugee problem in Palestine-Israeli Conflict has been for quite some time.The Palestinian people and Israeli people have been contradicted with each other on problems like autonomous, sharing oil and keep the armed forces. At the same time, the dispute between Islam and Judaism made ethnic and religious contradictions keep sharper, lead to a large number of refugees with generating.Human rights in the conflict were being seriously damaged
Japanese Government express deeply concerne to the large number of war casualties of innocent civilians and the serious humanitarian issues.Japan has pledged $10 mil in humanitarian aid to Palestinians amid concerns over rising civilian casualties from Israeli airstrikes on the Hamas-ruled Gaza Strip under the guidance of the strategic plan of the United Nations.Meanwhile,Japan also agreed with Palestine to help grow the economy of the Palestinian territories.
Japan noted that, UNHRC has taken many actions in this matter, such as the integration of refugees, improving political and security situation, Increase the quantity of the repatriation of refugees,etc.UNHRC has played a leading role in this issue in coordinating. Meanwhile, countries in the world provided humanitarian assistance to refugees In varying degrees on International relief supplies including tents, food and medicine and the assistance of post-war reconstruction, which greatly eased the tension.
Japen noting with deep concern,the current refugee children’s fundamental rights can not be guaranteed, because of the severe lack of food and drinking water, the malnutrition situation is very serious. Meanwhile, as the turmoil in domestic and unrest international situation, the young people’s right of education in Palestine can not be guaranteed. In addition, their lives had to face the threat posed by violent incidents.
Japan recognizes that,the problem of refugees is complex,which involving both Palestine and Israel to the political, economic, cultural, social and other aspects, but also to the domestic and international factors, historical and practical factors.Meanwhile, various terrorist attacks and religious violence has seriously violated the basic rights of innocent refugees.To effectively solve the refugee problem needs further cooperation around the world In order to search for more positive measures.
In response, the Japanese government decided to take the following measures to assist the UNHCR in better address the problem of refugees in Palestinian-Israeli conflict,in order to alleviate the humanitarian disaster suffered by the refugees:
1. Continue to provide food, medicine, tents and other relief supplies for refugees
2. Provide post-war reconstruction of Palestinian areas with legal, technical assistance and financial support ;
3. Call upon the Palestinian government to play a greater role in resolving the refugee issue. Rebuild hospitals and schools in the area, and repair water purification plant, to reduce the humanitarian disaster in the Palestinian children suffer;
4. Called for the immediate and unconditional cessation of violence between Palestine and Israel conflict .Palestinian National Authority should efforts to combat terrorism, to protect the basic human rights of refugees to the maximum extent;
5. Called for the strengthening of the role of the international community, local government and international non-governmental organizations;
6. Set up a special foundation under the UNHRC,provide funding for the treatment and processing of casualties refugees,strengthen its protection and assistance measures provided.
In the future, the Japanese government will continue to provide assistance within its capacity. At the same time, Japan is willing to join the international community to address the protection of human rights issues, to make every effort to avoid war; and to respect international human rights norms, especially in the protection of civilians and prisoners of war, ensuring their basic rights are not violated.
